SANTA ROSA, Sonoma County — October 23, 2026. A newer local housing option deserves attention from property owners considering small homes: Santa Rosa’s official residential density guidance says certain tiny homes on wheels can be placed in single-family and rural residential areas starting June 22, 2026. The City Council adopted a related ordinance on March 24, 2026. This does not create a universal right to park any trailer on any lot and use it as a residence.

How is a tiny home on wheels different from an ADU?

According to Santa Rosa’s guidance, a qualifying tiny home on wheels is a separate type of habitable structure and is not counted as an accessory dwelling unit or toward the ordinary residential density. It may be considered in single-family (R-1), rural residential (RR) or certain planned-development areas with an appropriate director-level land-use permit. By contrast, a permanent tiny home on a foundation may be classified as a primary residence or an ADU if it satisfies the applicable building and zoning rules.

The rules that can derail an expensive purchase

The city describes setbacks, height and minimum habitable space standards, requires DMV registration, and specifies a certification label or insignia showing compliance with relevant ANSI or NFPA standards. A privately converted utility trailer or improvised shed is not automatically a qualifying tiny home. Owners should ask for manufacturer documentation and obtain guidance from the city before buying or delivering a unit.

Santa Rosa says just one tiny home on wheels per parcel may be permitted under this pathway and that a parcel cannot also have a detached ADU. If an owner wants to build a detached ADU later, the permitted tiny home on wheels must be removed. In other words, the small-home choice can affect the family’s future housing plans.

Can the tiny home arrive before the main house?

The city’s residential density page outlines a conditional option to apply for and occupy a tiny home on wheels before the primary residence is finished, but only after a building permit for the main house has been issued and its construction has begun. The primary residence must obtain final approval and be occupied within the city’s stated three-year period, or the tiny home must be removed. This should not be treated as an unrestricted way to occupy vacant land while indefinitely postponing a larger home.

ADUs have a separate approval process

For a conventional ADU, Santa Rosa’s official ADU page lists site, floor and foundation plans; building details; a soils report; and CalGreen documents among typical materials. The permit submission guide distinguishes between ADU conversions that can be submitted through the electronic permit system and detached ADUs for which the city directs an email submission process. The method of submitting documents is important: a homeowner should not assume every application belongs in the same online form.

What homeowners should verify first

Before making a deposit, verify the property’s zoning, whether a detached ADU already exists, whether the intended tiny home meets safety certification rules, utility connections, permit prerequisites and potential future removal obligations. The city lists its building and planning assistance number as 707-543-3200. Check the current city guide for the authoritative text, because local code and its implementation may change.
